E.K. Mamytbekov was born on October 26, 1964; Kazakh; university degree. He graduated from Zhdanov Leningrad State University. He is a mathematician, candidate of physical and mathematical sciences, Associate Professor. He worked as the head of the Department of the Presidential Administration of the Republic of Kazakhstan, Vice-Minister of Industry and Trade of the Republic of Kazakhstan, First Deputy Chairman of the Astana City Branch of the Nur Otan Party.
