Dr. Frank Tsai holds a B.S. degree in 1993 from the Department of Soil and Water Conservation, National Chung Hsing University, an M.S. degree in 1995 from Civil Engineering Department, National Taiwan University, and a Ph.D. degree in 2002 from Civil and Environmental Engineering Department, University of California, Los Angeles (UCLA). He was a postdoctoral fellow at UCLA 2002-2003. In 2003, he joined Louisiana State University, Department of Civil & Environmental Engineering as a faculty member. At present, he is an associate professor at LSU.
