Dr. Smolen is the Extension Coordinator for statewide educational programs in water quality. He conducts research in non-point source pollution control. Dr. Smolen has received his PhD in Virginia Polytechnic Institute and State University during the period of 1976. Currently, He has successfully completed his M.S. in Botany with a Minor in Biochemistry, University of Tennessee (1970).
