The Australian regulatory environment for cosmetics and personal care products involves compliance with the therapeutic goods administration (TGA), national industrial notification and assessment scheme (NICNAS) and Australian competition and consumer commission (ACCC). Each authority has its own area to oversee when it comes to compliance, with specific ingredient, product and claim requirements with which different types of personal care products must comply. This presentation provides an overview of the Australian regulatory requirements for topically applied cosmetics and personal care products covered by both the cosmetics and therapeutic regulations. It explains how products are defined and classified under the Australian definition and provides a detailed insight into the regulatory compliance checks, tests and evidence requirements if you are intending to export topically applied products to the Australian market place. It includes demonstrations of how to search ingredient compliance within the required Australian databases, and provides an overview of product labeling information. It also provides information on how to apply for exemptions, notifications and registrations for importing new chemicals into the Australian market place.
Belinda Pilmore is the Director of the Institute of Personal Care Science, a registered training organisation that provides distance education in the formulation, development and regulatory compliance of personal care products and therapeutic goods. She has presented at conferences in Australia and overseas on a variety of personal care and regulatory topics. Her work has been published in SPC magazine, Professional Beauty and The Science of Beauty. She has a Bachelor of Natural Therapies from Southern Cross University, a Diploma of Cosmetic Science from the UK Society of Cosmetic Chemists and certificate IV in training and assessment from TAFE Queensland. She is a member of the Australian Society of Cosmetic Chemists (ASCC), Association of Therapeutic Goods Consultants (ATGC), Complementary Healthcare Council (CHC) and an active Member of NASAAs Organic Standards Committee.
