The construction project is one of the most sophisticated types of projects which include a group of tasks that should be combined to achieve an objective. Coordination between them needs to make sort of connection between management for materials and management for information. Information and communication technology (ICT) is one of the most flexible types of technology which is suitable for any type of project even construction projects. Using web-based software is one of the preferable solutions for management problems at the site. In the Middle East, there are several factors affecting in use of ICT in the construction domain. After determining the vital factors new software package proposed to improve management process in a small construction project, this software aimed to serve basic element of management (cost, time and quality) and decrease barriers facing ICT implementation in construction projects. The mechanism of work for the software build according to levels of authority for users, the software itself builds by the new method. Several languages and techniques were used to write the software. Upload and download time, collaborative feature, security and flexibility are parts of a lot of features motivate engineers, employs and stakeholders to use it. The acceptance of users for such web-based software and positive reaction will help to improve software to be a decision support for the senior management in construction projects by adding new features makes system calculate earned value and determined KPI ( key of performance indicator) for the objectives of project and mining in database of projects to discover hidden information helps project manager to be more accurate in his orders.
